LIB-TEC-004 — Describe your API rate limits.

Per-workspace default: 600 requests/minute on the REST API, 60 requests/minute on the write-heavy Bulk API. Limits are configurable on Enterprise tier. Headers expose the current quota, remaining, and reset time on every response.
